Let it cool for about 10 minutes so it’s easier to cut and serve.

Slide the dish, uncovered, into the oven for 30 minutes or so. You're done once the top looks bubbly and a beautiful golden color.

Spoon drops of salsa on top of the creamy layer. Try not to spread it. Throw on the rest of the cheese so it covers everything.

Gently spoon and spread the creamy mix right over the meat mixture. Get as even of a cover as you can.

In a bigger bowl, mix the sour cream, mayo, garlic powder, chiles, and about half the cheese. Stir it all until smooth.

Dump the beef combo right onto your baked biscuit bottom, and use a spoon to smooth it out to the corners.

Toss the onion and bell pepper into the hot beef. Let them cook together a few minutes til soft, add all the taco seasoning, mix, then turn off the heat.

Mix your biscuit mix and the water in a bowl until it turns into a dough. Spray your casserole dish with some cooking spray. Press the dough into the dish so it covers the bottom. Give it a quick bake—just until it puffs and barely starts to color—then pull it out.

Get a big skillet going on medium-high. Crumble in your ground beef. Stir while it cooks so there's no pink left, then pour off the extra grease.

Turn your oven on and set it to 350°F (177°C). Let it get to temperature while you handle the other stuff.
